The Humane and Existing Alternatives in Research and Testing Sciences Act of 2025 (HEARTS Act), H.R. 1291, is important federal legislation aimed at reducing the number of animals used in research funded by the National Institute of Health (NIH). 

The HEARTS Act was introduced to the House of Representatives on February 13, 2025, by Rep. Ken Calvert (R-CA). If passed, the bill would amend the Public Health Act to:

  • Prioritize non-animal testing methods, when possible, in research proposals conducted and supported by the NIH.
  • Establish the "National Center for Alternatives to Animals in Research and Testing" within in the NIH with the goal of educating and training scientists to use non-animal methods.

Despite the NIH spending at least $20 billion per year on animal testing, approximately 90% of the medications that pass animal pre-clinical studies fail in human trials. This stark reality highlights the urgent need for change. 

The use of animals in research is cruel, outdated, and must end. While the HEARTS Act does not ban animal testing outright, it is an important step toward reducing the number of animals used in testing and paving the way for non-animal testing alternatives to become mainstream.
