URGE THE ONTARIO GOVERNMENT TO END ANIMAL TESTING ON DOGS AND CATS - WITHOUT EXEMPTIONS
On November 25, 2025, the Ontario government introduced draft legislation, Bill 75 and Proposal 52653, to prohibit invasive medical research on dogs and cats. The legislation will be the first law of its kind in Canada.
Bill 75 will propose legislative amendments to the Animals for Research Act by restricting invasive experiments on dogs and cats, with exceptions for specific purposes such as veterinary research, and banning the breeding of cats or dogs in Ontario solely for research use. Proposal 52653 is a regulatory proposal offering specifics on how the bill would work, including oversight.
A newly released undercover investigation by LCA exposes the suffering of dogs inside Nucro-Technics, a toxicology animal research laboratory in Scarborough, Ontario, Canada.
LCA’s footage shows tests on beagles aged 6 months to 2 years for pharmaceutical drugs. The dogs were repeatedly subjected to tests that included drug injections (subcutaneous and intramuscular), gavage, and oral dosing. At the end of the studies, dogs were killed, necropsied, and thrown into garbage cans.

While Bill 75 and Proposal 52653 are groundbreaking, the legislation does not go far enough for the animals. We urge the Ontario Government to:

Strengthen Bill 75 and Proposal 52653 to completely prohibit the use of dogs and cats in animal research with no exemptions.

Prioritize and fund modern, non-animal, human-based research methods and replace old, unethical, unreliable animal use.
